Do you know if any UK budget airlines have any plans to fly into Albenga (near Genoa) airport in Italy in the near future?

Currently there are no UK budget airlines that fly there. Albenga used to be served by Air One on flights to Rome, but even those flights have been suspended. There have been talks of an undisclosed German airline flying to Albenga, but no news about this has been issued yet.

In the meantime the closest airports are Genova-ITA around 50 miles/80km away and Nice-FRA which is around 63 miles/100km away. Both of these airports offer easy motorway access to Albenga.
